JAMMU: Though the Government has been claiming that the situation in the Valley was improving and the militants were on the run, newspaper reports emanating from the Valley belie all such tall claims.

The militants have been running a parallel Government in the Valley imposing bans, directing people to observe heralds and interestingly, only such orders are passed by the militants.

While the Government issues orders in the Valley, they are flouted with contempt and most of them are violated not only by the general public but also by the top officials. The recent backtrack by the Government from its earlier order dismissing. 22 employee’s is a glaring example of what was happening in the Valley. A Jammu report carried on the front page and another on an inside page reflects the condition in the Valley. The front page headline says “AlJehad bans picnics” and the report discusses the ban by the students and the people in different places in the Valley. ‘A spokesman of the organization said the ban has also been imposed on all cultural programs, He said when thousands of people have laid down their lives for “Kashmir liberation,” cultural programs were totally unIslamic and ant movement, Another headline says “Tehrik directive to release activists” wherein the activists of the organization who were given I heave have been asked to report back to their local units and have also been warmed of stern action.
