Brussels—Communist ruled Vietnam, emerging from years of isolation and basking in the glow of new relations with the United States, will formally sign an economic cooperation accord with the European Union Diplomats said the accord will be signed by Vietnamese Foreign Minister Nguyen Manh Cam at a meeting in Brussels.
