When Indian voters defeated the Congress I government led by Rajiv Gandhi (Hindu India’s Hitler No. 2), peace loving people throughout the world felt relief that there might be a new era marked be the restoration of democracy, dignity, and human rights in the Sikh Nation. However, this change, especially to a person who is familiar with the lifestyle of Indian politicians, was nothing more than the marketing of old wine in a new bottle. As expected, the new Prime Minister started playing this game by presenting himself as a “good guy” when he visited the Darbar Sahib (The Golden Temple complex). There he told citizens of the Sikh Nation about the terrorism of his predecessor, Rajiv Gandhi. It was this moment that raised tremendous suspicion in my mind about his sincerity, integrity, the assurance of providing Sikhs a life free of fear, in their homeland (Punjab), A critical analysis of the events, as well as the Hindu India administration led by Mr. VP Singh himself, reveals the following the fake encounter directed towards killing innocent Sikh youths are going on with full speed. A prominent member of parliament belonging to the Akali Dal (Mann) elected in November 1989, Jathedar Jagdev Singh Khudian was murdered in cold blood, by the law enforcement agencies of Hindu India. Bhai Sukhwant Singh Ankawali, who had no faith in the Indian Administration was assassinated towards the end of 1989. Shortly thereafter, a well-known youth leader and advocate of a free Sikh nation, Bhai Harminder Singh Sandhu, was killed on 24th January, 1990 under the directions of Hindu India’s Research & Analysis Wing (RAW) group operating under the direct command of India’s Prime Minister. An assassination attempt under RAW’s directions was also made on the newly elected Akali Dal leader Sardar Simranjit Singh Mann, MP, in January 1990. Luckily, Mr. Mann survived. India’s government controlled news agencies suppressed the news of the assassination of Bhai Sukhwant Singh Ankawali; Jathedar Jadev Singh Khudian; Bhai Harminder Singh Sandhu, and the attempted assassination of Mr. Mann MP.

Mr. VP Singh and his administration has failed to so far to take any action against (i) those who participated in the holocaust of the Sikhs in June and November 1984; (ii) the former governor of Punjab, Mr. S:S Ray (iii) the former and present Directors General of Police (Punjab), R.F Rebiero and KPS Gill. These two senior police officers have been directly responsible fora reign of terror against the Sikhs in the Punjab.

Recently what has transpired in the Indian occupied territory of Kashmir is a clear cut reflection of the terrorist policies of Hindu India’s administration. The Indian government imposed curfews in Sri Nagar, Kashmir, mobilized the military in the streets of Sri Nagar and asked Brigadier Jasbir Singh a. Sikh officer to massacre innocent and unarmed Muslim demonstrators. Brig. Jasbir Singh refusing to carry out the massacre, was consequently placed under house arrest and replaced by a Hindu officer, who carried out the massacre of innocent Muslim men, women and children. Truckloads of bodies were taken to hospitals in Sri Nagar where the medical staff members were prohibited from communicating with the independent media. Telex transmissions were suspended and the media was forcibly detained in a hotel by the military to prevent filing of dispatches pertaining to this massacre, a press reporter holding film. Footage pertaining to four days of massacre, did manage to escape but his film was seized by the Indian security forces at the Sri Nagar airport, effectively preventing the world from knowing the truth about Indian government’s involvement in the massacre. Sources point out that since its crackdown on the Kashmiri Muslims, the armed forces of Hindu India have killed at least 1,500 innocent, unarmed demonstrators who were simply demanding their constitutional rights of self-determination and freedom from Hindu India’s yoke of slavery, like the brave Sikhs of Punjab. In this massacre, Hindu India’s military forces as usual, dumped bodies in the rivers Jhelum and Chenab, a pattern similar to the massacre of Muslims in Bhopal in the 1950’s Meerut, UP, in 1989, Dalits of Maharashtra and Gujarat in 1988, the Sikhs since 1978, especially since Operation Blue star and the commencement of an undeclared war on Sikhs in June 1984.

Mr. VP Singh issued a stern warning to Pakistan saying, “you will have to pay a very heavy price and we (India) have the capability to inflict this cost’ (Edmonton Journal, April 11, 1990), is a reflection of the policies and thought process of the Hindu India’s administration.

The warning of war or the psychological pressure applied to the people of Pakistan and the Muslims of Jammu Kashmir, parallel’s the patterns being applied to the Sikhs of Punjab.

It is therefore, amply clear that Hindu India’s administration has no room to accommodate such non-Hindu minorities as the Sikhs, Muslims, Dalits and Christians. It has been believed that the Indian administration of Indira Gandhi carried out war preparations against Pakistan to (i) declare her total military losses of the June 1984 operation against the Sikh Nation and (ii) wipe out the Sikhs of Punjab, Haryana and Delhi, in another war in November 1984. However she was killed under a well-conceived plot by both her own Russian trained security personnel, and quite, likely her family members who refused to testify in a court of law when requested to by the defence counsel.

In addition Mr VP Singh must allow S. Simranjit Singh Mann MP and S. Dhian Singh Mand, MP to go to the parliament with their swords with the same token and constitutional rights which permitted the former Sikh leaders (Master Tara Singh and Sant Fateh Singh) in the parliament. Mr. Singh must abide by the same law and British India regulations (June 24, 1914 of Mr H. Wheeler the then Secretary of State for India; this notification made the provision that Section 27 of the Indian Arms Act of 1878 and the Indian ‘Arms Rules of 1909 will not apply to the Sikhs); notification no. 1118, (Judicial) of 17th July 1914; notification no. 2248 of 27th October 1914; notification no 242 of Home Department as it appeared in the Gazette of India of May 19, 1917 the British Government’s acceptance of the Sword as the Sikhs religious tenet notification no 393821 VI of 5th June 1928, the Governor in Council’s declaration that “no restrictions of shape, length, and the size of a Kirpan is prescribed for the Sikhs. On November 11,193 6 Mr. F.C Taylor the then Deputy Inspector General of Police, through his letter no 3879 said that the “government has recently issued orders that prohibitions and directions of Section 13 of the Indian Arms Act shall not operate in the case of the Sikhs carrying Kirpans, from this it follows that Kirpans are not arms within the meaning of that Section. Sikhs can therefore, carry any number of any size of Kirpans Dilgeer, H.S., 1990. Address to the World Sikh Organization January2 6, 1990 Edmonton, Alberta, Canada). Mr. Singh must also ensure that the Rashtriya Swayam Sewak Sangh (RSS) Shiv Sena, and the Black Cats commando groups, created with the blessings of Rajiv Gandhi and the former Police Chief of Punjab, Mr. Rebiero are declared unconstitutional and illegal in order to prepare the ground work for peace. Before the UN sponsored plebiscite is held, Mr. VP Singh must ensure that all the Punjabi speaking areas of the Sikh nation are returned to the Punjab; all the territory of Punjab on 15th August 1947, along with the Punjabi speaking areas of the district Ganganangar.

It appears that the VP Singh administration’s honeymoon with other opportunist political parties is almost over. As Indian voters become disillusioned because of the unfulfilled election promises, VP Singh’s political foes are becoming impatient, exerting enormous pressure on him. The Indian treasury if not already, is pretty close to bankruptcy (VP Singh’s message to the nation, 3rd December 1989). However it has to pay for imports, particularly wheat, tice and other food items for its hungry 830 million people, in addition to payments exceeding U.S $15 billion, for importation of military hardware from their Soviet masters. As the pressures and anxiety grows, Mr. VP Singh may be tempted to force another war on Pakistan, to divert attention of Indian voters and political opposition from the real issues.

If Hindu India’s VP Singh administration is serious about bringing peace to Punjab and Jammu & Kashmir, before it encounters similar problems in other areas of India, Mr. Singh must stop the policy of hostility, humiliation and the threats against the Sikhs, Muslims and the neighboring countries like Pakistan and Nepal. The Indian government must order it’s armed. Forces back to their barracks. The President Rule or martial law, must end in Punjab and Jammu Kashmir. Hindu India’s administration must restore civil liberties and human rights in these areas in accordance with the United Nations charter.

The Indian government must give the people of Punjab and Jammu Kashmir the right to exercise their wishes for self-determination or a long overdue plebiscite, under the supervision of the United Nations.

Such a plebiscite will prevent further bloodshed bringing stability to the South Asian region. Simply flexing the military muscle, sending out a few more paratrooper divisions (Edmonton Journal, May 21, 1990) deploying the military in the North Western frontiers (Punjab and Jammu Kashmir) and terrorizing the Sikhs and Muslims of Kashmir is not the answer to the problems of the Sikh nation and Kashmir. The answer does not lie in terrorizing the Sikhs and Muslims by inflicting indescribable tortures on them.

Only the referendum in the Punjab and Jammu Kashmir can provide long term peace. Mr. Singh must also ensure that his government’s espionage activities intended to disrupt the lives of the Sikhs living outside of Punjab, such as described by Kashmiri and McAndrew (Soft Target, 1989, James Lorimar Press, Toronto Ontario) cease to exist. India’s Hindu government must provide evidence through an international panel that the so called interrogation centers or torture houses have been closed down and no more state sponsored terrorism and genocide of the Sikhs and Kashmiri Muslims is preached and practised by the law enforcement agencies.
