WASHINGTON: A federal judge said Monday that congressional delegates from territories and the nation’s capital may vote on the ‘House floor if the votes do not affect the outcome of any legislation.
Because any roll in which the delegates’ votes are decisive will be retaken without them, the five “cannot …affect the ultimate result,” USS, District Judge Harold H.Greene said.
