PAKISTAN Reuter: India has so far declined to sign the nuclear non-proliferation treaty saying it put curbs on countries which want to use nuclear energy for generating electricity and for medical purposes.

Pakistan and India has fought three border wars since their independence in 1947 and are suspicious of each other’s military intentions.

Pakistan’s amendments include a complete ban on all nuclear testing in all environments for all times to come by all countries a Pakistani delegate told Reuters.

Pakistani delegates argued that by not seeking a comprehensive ban the conference would leave loopholes for proliferation of nuclear weapon.
