According to a recent supreme court judgment “no common land in Punjab can be declared evacuee property and it cannot be allotted to anyone.”
The allotment of 1,000 big has of common land, therefore, of village Kanpur worth about Rupees one crore which falls within the Municipal limits of Kharar to Mrs. Gurbachan Kaur wife of Mr.Darbara Singh, a former Chief Minister by using threatening force and violence is unlawful and amounts to robbery which took place in 1983 when her husband was in power. A large police force was used to take its possession. Several parties including the Akali Dal, the BJP and the CPM had launched an agitation against this action.
The Municipal Committee Kharar has now adopted a resolution that the land falls within the municipal limits of KHARAR and should be handed over to it. It has decided to approach the Punjab Govt. for the cancellation of this allotment.
The Prime Minister Mr. Rajiv Gandhi is called “Mr. Clean’. It is hoped that he would take cognizance of the matter and take steps to remove such an ex-Chief Minister from all positions of responsibility in any organization and not associate him with any administrative set up in any of the states of the Indian Union, if he is to live up to his reputation of purging corruption from the body politick of India.
