YUBACITY,CA: Hardial Dulay, ELD Resource Specialist for the Yuba City Unified School District (YCUSD), has been appointed by the California Commission on Teacher Credentialing to Chair two new panels of the Commission.

Dr. Lee Brittenham, YCUSD Superintendent, was informed on ‘August 30, 1994, by Phillip Fitch, Executive Director of the CTC, of the Commission’s intention to appoint Dulay to Chair the Punjabi Subpanel of the Bilingual Cross-cultural Advisory Panel as well as to Chair the Punjabi Foreign Language Subpanel. Dulay, an YCUEA member, was a classroom teacher in the YCUSD at Gray Avenue School for 14 years, He was assigned as an ELD Resource Specialist last year and continues in that capacity, prior to coming to Yuba City, Dulay was a high school principal in India for seven years. Upon coming to California, Dulay received his BA from Stanislaus State University and his MA from Fresno State University, both in the field of Economics. The CTC appointed Dulay to Chair the Punjabi Foreign Language Subpanel which will have the responsibility of defining the knowledge, skills, and abilities that (a) go beyond those assessed in the exams mentioned above and (b) should be part of the foreign language exam in Punjabi. In this capacity, Dulay will work with Dr. Terry Janicki, Consultant in Teacher Preparation (Examinations and Research), CTC staff person. In addition, Dulay will work with the contractor selected to complete the development and begin the administration of several new subject matter examinations, including foreign language exams. Fitch concluded, “Mr. Dulay is a professional educator who has a strong commitment to the effective education of Punjabi speaking students.”
