MOSCOW, Dec. 18: Kremlin leader Mikhail Gorbachev has sent a message of Congratulations to new Vietnamese Communist Party leader Nguyen Van Linh, the official Soviet news agency TASS said today,

“The close interactions of our Countries in the international arena make a weighty contribution to ensuring peace and security in the world and first of all in the Asia Pacific Region’”, Gorbachev said in the message.

Linh, 71, was appointed today after the retirement of three veteran Vietnamese leaders and the dismissal of three politburo members. He is a leading advocate of economic reform.

The Soviet Union is a staunch ally of Vietnam).
