NEW DELHI, India: The opposition held the Prime Minister Rajiv Gandhi as personally responsible for the shameful incident in the Rajya Sabha. They demanded from him an unqualified apology to the House and its Chairman, Dr. Shankar Dayal Sharma. The leaders of all the opposition parties in the Rajya Sabha said in a joint statement that ministers and members of the ruling party were misbehaving and the Prime Minister was sitting and watching without trying to control his colleagues. At one stage, they claimed that he was seen giving instructions to the ministers, including Bhajan Lal, Union Agriculture Minister. At this stage, some members protested that the Prime Minister was instigating the ruling party members. There was no denial from the Congress (I) benches. At no point, the Prime Minister tried to control his party ‘members.
