Dear Mr.Jawander,
This is reference to your letter to February 7, 1994 addressed to His Highness the Amir of the State of Kuwait, regarding the acts of violence against Sikhs in Kuwait. The Embassy referred the matter immediately to the Government of the State of Kuwait and received the following response from the Ministry of Foreign Affairs:
The Ministry of Foreign Affairs of the State of Kuwait condemns these acts of violence that took place on Kuwait soil and has conveyed its concern to the Embassy of India in Kuwait. The Government of Kuwait has asked the Embassy of Kuwait in India to notify the Government of India and the representatives of the Sikh Sect in India of their condemnation of this kind of aggression and the continuing concern of the Kuwaiti authorities of the peace and safety of all nationalities living in Kuwait regardless of religious affiliation, and has kept the Embassy of India abreast of any developments. Kuwait highly values the Sikhs and their participation in the rebuilding of Kuwait. The authorities in Kuwait are increasing their efforts to discover the perpetrators of these actions so that justice will be done.
The Embassy of the State of Kuwait in Washington regrets such violence against Sikhs who are living in Kuwait, with whom they have historic ties, and whom the Kuwaiti people regard as friendly and honest
