Asia Watch, Amnesty International, the Punjab Human Rights Organization and Countless other human rights groups have all reported and condemned the government of India for its shameful part in the killings, kidnappings and assaults on its civilian population not only in Punjab but Kashmir, Tamil Nadu, and Assam.

The Constitution of India may be democratic, but Hindus, who form the majority community, believe in a caste system. Expecting democracy in India would be the equivalent of asking 80 percent of the Population to change its religion.

Democracy cannot be imposed upon a people whose basic religious beliefs are too compatible with the basic tenets of freedom and equality for al. Because of the belief in the caste: system, human rights do not exist for minority groups in India, and it has become the  rape, torture, and killings are carried out by the police and paramilitary forces. Many of these atrocities are committed right in the police stations and in front of witnesses.

When pressured to investigate, the guilty police and paramilitary forces are transferred to another locality where they continue to perform the same atrocities.
