CHANDIGARH: Justice HS. Bedi directed registration of a case against ASI Satnam Singh of Sadar police station, Patiala, for illegal detention of one Ram Dayal and his minor grandson Ravinder Singh on May 2223, 1995 to May 25, 1995 while observing that “the present case prima facie betrays once again the callous attitude of the Punjab police and their blatant interference in a civil dispute pending between the parties.” Investigation has been directed to be held by a deputy superintendent of police.
In civil litigation ensuing between collateral’s over a will in which an injunction order had been passed by the civil court in favor of the detains, the other party sought help of the ASI and got the detainee picked up to pressurize Ram Dayal, so as to be able to harvest the wheat crop. On a petition of habeas corpus filed in the High Court a warrant officer was appointed, who on raiding the police station, found the detainee in custody without any corresponding entry of the same in the concerned register, a report to this effect was filed by the warrant officer, leading to the above orders.
