CHANDIGARH: The Beant Singh government continues with its unprecedented ad hoc “recruitment drive” violating the proper Procedures to accommodate its favorites with Ludhiana, the home district of the Chief Minister, being on the priority list.
The state government seems to be in a hurry to fill the posts particularly in the money spinning Excise and Taxation department without following the proper procedures despite objections raised by senior officers.
Local Bodies Minister Kewal Krishan set yet another record by appointing eight executive officers for the Notified Area Committees. He relaxed even the basic qualifications in case of at least three candidates. The Punjab and Haryana High Court this week stayed the functioning of these executive officers following a writ petition. Excise and Taxation Minister Shamsher Singh Dullo last month appointed seven Excise and Taxation Officers and some Inspectors on ad hoc basis for 89 days. They included the relatives of at least three ministers. The appointment of ETOs is for 89 days while the training period is of six months.
Continuing the drive, Dullo appointed about a dozen odd more inspectors on Oct.15, with the latest appointments, Dullo has recruited a total of 27 excise and taxation inspectors on ad hoe basis without advertising the posts or seeking applications through the employment exchanges.
Of these 27 inspectors, 16 are from Ludhiana district Dulls rep resents Khanna Assembly constituency in this district. Out of 12 inspectors appointed on Oct.15, seven are from Ludhiana,
Those benefiting from this largesse of the state government on Oct.15 include Paul Singh, Jalandhar, Jagtar Singh, Khanna, Inderjit Singh, Doraha, Krishan Kumar, Ludhiana, Harish Chander, Payal (native village of Beant Singh), Amandeep Singh, Sangrur, Paramjit Singh Bains, Hoshiarpur, Tejbir Singh, Ludhiana, Rajesh Kumar Vijan, Khanna, Vinod Kumar, Khanna, Shiv Kumar, Hoshiarpur and Madan Singh, Patiala.
The base qualification for executive officers of Notified Area Committees is a degree in law with a three years-experience at the Bar,’ however, the Local Bodies Minister relaxed this qualification in case of three of them. They are R.L.Mittal, Sunam, Balwinder Singh, Sangrur and Parupkar Singh, Ludhiana. The five others are Yashbir Kumar, Ludhiana, Rajnesh Kumar, Jalandhar, Ashok Kumar, Jalandhar, Samasher Kumar, Amritsarand Balbir Singh, Mukerian, District Hoshiarpur,
Interestingly, Kewal Krishan earlier this week told Indian Express that the appointment of executive officers was under the consideration of the state government and that each of them would be as signed three Notified Area Committees each. The orders had been issued a week earlier on Oct.8, Moreover, these eight officers have been assigned only one NAC each.
