CHANDIGARH: Haryana leader Devi Lal said here that fresh elections to Punjab Assembly should be held “to help resolve the Punjab dispute.” It is well known that Devi Lal wants the traditional pro-Rajiv-Longowal accord Akalis to come to power so that Haryana could get the S.Y.L, canal completed. Devi Lal also said the Indian constitution should be re-written. States should be strengthened without weakening the Center. He said the best solution to the Punjab problem was the “implementation of the 1970 Indira Gandhi “award” on territorial matters.
