Dear Balkar: There has been much publicity concerning the new Immigration Reform and Control Act of 1986, specifically in regard to the new Amnesty and Special Agricultural Workers programs. However, less known and perhaps certainly as important, concerns the important provision feeding discrimination on the basis of national origin and citizen ship.
