An excerpted form of the Resolutions passed on May 1,94 are noted below:

UK: This World Sikh Convention pledges its commitment to implement the Resolution passed by the Sarbat Khalsa (Sikh people) on Jan.26.1986 at Sri Akal Takht Sahib, Amritsar for the establishment of an independent Sovereign state, Khalistan. This Convention pledges to support the Panthic Committee that was elected by the Sikh people on the above date to co- ordinate the resistance movement to achieve the goal of political independence. The World Sikh Convention further urges the international com- munity to help create an environment in which dialogue could take place between the Sikh people and the Indian Government so that we may achieve our freedom peacefully. Sikh society has been penetrated by the Indian State and as a result, they are able to weaken and mislead the people. Through their agent provocateurs, they are able to carry out dastardly acts to tarnish the image of our struggle. This Convention urges the people to combat infiltration by creating greater awareness of the issues affecting us and by giving loyalty and allegiance to only those organizations that are pursuing principled policies for the betterment of our society.

The Sikh people should look for ways in which the concept of Sewa (community service) can be applied in village, district and state level projects. The SEWA projects are a valuable means for each and every individual to learn co-operation and social responsibility.

In order to dominate and exploit the masses, the Indian ruling elites divide and rule the people by promoting factionalism and communalism. This Convention urges the people to be- come aware of these divisive manipulations and only to support those organizations which are working amongst the people for the promotion of Sikh ideals. This Convention further urges all the napopal independence movements waging their struggles in the Indian State to forge links and cooperation in order to challenge the hegemony of the State. The Sikh teachings promote equality of the sexes. In upholding this principle the World Sikh Convention urges the women to participate in greater numbers in all activities and decision-making bodies which affect the people.

A debate is continuing in the United Nations Organization to increase the number of permanent members of the Security Council, India, who has violated each and every convention, protocol and instrument of the UN Charter, is a leading contender for membership of the Security Council. This Convention appeals to the international community to ensure that regimes which do not respect and up- hold human rights and pursue policies that are detrimental to the environment, should not be allowed to seek permanent membership of the Security Council.

Amnesty International’s campaign, “India: Torture, Rape and Deaths in Custody” and “Disappearances” and Political Killings has helped to create international awareness regarding the gross violations of human rights taking place in all of India’s 25 States. At the UN World Human Rights

Conference held in Vienna in June 1993, more than 1700 Non-Govern- mental Organizations identified India as one of the most repressive regimes in the world.

In order to resist oppression by the Indian State, a democratic peoples’ movement should be further strengthened in the Punjab. This Convention urges all sections of society to participate in the resistance through their own platforms and organizations and further support those organizations that are working with the specific aim of implementing the Sarbat Khalsa Resolution formational independence. The World Sikh Convention urges all human rights organizations and other concerned bodies to collect in- formation regarding the details of all those who have been killed by the Security Forces in the Punjab and the people who have “disappeared” and those held in detention centers and to publish reports, for distribution to the concerned organizations both within India and abroad.

The WSC pays homage to all those who have laid down their lives in resisting the tyranny of the State and further pledges commitment to work tirelessly for the release of all detainees and to support the resistance until we have achieved our goal of freedom.
