Subject: premium Pay recommendation for Inmate Gurpartap S. Birk 21961-053 Date: July 15, 1988

Inmate Birk 21961-053 on coming into the Engineering Department/MPDC with wide experience in administrative and managerial procedures and expertise in computer engineering has proved himself to be a very good asset on all occasions. He is very adept at demonstrating his knowledge and abilities to assist in the organizational flow of work assigned by his supervisors. His main duty is APECS computer system administration; but he is always available to give a helping hand to other engineering tasks. Which need urgent attention? Since he has taken the APECS computer administration duties there has been less computer down time better data base reliability and better maintenance of the system records. He has achieved a high level of knowledge of our computer system and the APECS system as well as the new ALTOS system. He has been extremely helpful in loading and standardizing the SYMAN program.

As part of the initial entry requirement to this department Inmate Birk has successfully completed the Basic Federal Cataloging Training Course provided by the Defense Logistic Service Center. This course was prerequisite for our newly implemented NSN Project which shall prove to be invaluable to the Central Office in our efforts to enter Unicorns products into the Government Supply System to generate mainstream sales.

Some of the key points of his knowledge and experience are as follows:

  1. He has a very good working knowledge on APECS operation. He is the most knowledgeable inmate as far as planned production is concerned which soon will prove to be an asset to the factory once planned production is implemented He foresaw many of the problems with our bill of materials and proposed three schemes each illustrating its distinct advantages and disadvantages. This allowed us to clearly select the best format to meet our needs.
  2. He processes most of the work requested by the outside metal plants. When seeing outside work that needs to be processed he takes immediate care of it. His display of initiative and dedication are prime examples of the behavior Unicor would like to instill in its employees.
  3. He monitors the entre inventory for Lewisburg in APECS in order to Keep the system free of errors and avoid duplication of stocked items.
  4. He has set-up numerous new data bases for engineering and helped refine the existing files. The files such as WRRECNRDF VENDOR and FIIG are only some of those which help to keep the engineering department organized and substantially reduce the amount of manual labor.
  5. He has very good knowledge of our word processing program and can be called upon any time to produce any reports or memorandums needed by staff

Inmate Birk has consistently proven himself a self-starter innovative and observant in the needs of his department is willingness to assist wherever needed coupled with his organizational abilities good work habits and observed sense of responsibility to do what is needed without prompting good working relationship with staff and inmates a like aids in the entre department’s productivity.

His greatest asset is in the role of assistant instructor. He has helped to train many individuals in the operations and procedures of the Engineering Department thus enabling me to invest more time towards the planning and reviewing progress. His knowledge of our data-base and word processing is extremely helpful as this is the most time consuming training those new employees must learn.

I would highly recommend that he is considered for a promotion to Premium Pay Status as an award for the sustained superior performance he has shown. This will ensure continued maximum interest in operations of Union Metal Products Development Center, as well as continuing progress of the NSN Project when it is resumed.
