UNITED NATIONS: The Security Council on Dec.2 began discussing a military operation to deliver humanitarian assistance in Somalia and the United States prepared a draft resolution calling for U.S.-led intervention.
The 15-member council had not decided what kind of military operation it wanted or who should command it.
Like the resolution authorizing military action in the gulf war they said the resolution says the operation may employ “all measures necessary” meaning force said the diplomats who spoke on condition of anonymity.
