Con Res 134 which calls for a plebiscite in the Sikh homeland so Sikhs may determine for themselves under fair and peace full conditions their political future it is significant that President Tinton has chosen to respond and work with the congressional leaders Of Sikh freedom interestingly President Clintons letter to members of Congress is dated on Dec.27 the same day as s similar letter to Dr. Gulam Nabi Fai President of the Kashmiri American Council Both letters clearly stan the Presidents desire for peace in Punjab Khalistan and Kashmir respectively.
