NEW DELHI: Indian officials said on Tuesday Sept. 10 that a proposed nuclear test ban treaty expected to be approved by the U.N. General Assembly this week would be meaningless because the pact was not binding on New Delhi. “As the CTBT (Comprehensive Test Ban Treaty) text stands, it cannot go into force without India’s acceptance,” a foreign ministry official said. “Sadly, therefore, it will be passed but only to remain a worthless piece of pa per,” he said.
