NEW DELHI: Seconds before P.V.Narasimha Rao made his way up to the ramparts of Red Fort on Sunday to address the nation for the third successive year, a yellow kite gently flew over the visitors’ enclosures, made its way up to the podium and then gradually settled into the ditch below. Its brief sojourn was one of the few occasions when the crowd had something to cheer about, what with Rao’s generally lackluster speech drawing repeated yawns.
