As reported by you in your weekly “The India West” dated Nov.131992 (page 19) S.S.Ray the new Indian Envoy for America has stated “Ninety nine point nine plus plus plus percent of people in Punjab are totally against the Concept of Khalistan” and that “he served as Governor of Panjab from 1986 to 1989. He and his wife Maya had toured the entire State and visited every District in Panjab including The Majha Area people rejected the idea of Khalistan.” If itis correct why the Congress Govt. of India whom he represents is keeping half a million (50 lakhs) of Military paramilitary and police force in the Panjab State who have killed more than 1800 militants who were fighting for Khalistan during the last four months and have thrown thousands of civilians in jails of Panjab without Trials. Is it not correct that during his Regime on April 291986 the Sarbat Khalsa assembled at Akal Takhat (temporal Seat of the Sikhs) at Amritsar and passed a resolution to achieve Khalistan (An Independent State for Sikhs) and as Governor he had deputed Rabiro the Chief of State Police to enter the holy precincts of Amritsar to arrest the leaders of Khalistan on April 30, 1986?
Is it not correct that to suppress the Freedom fighters he got Acts like TADA National Security Act framed himself and got enacted by the Govt. of India under Rajiv Gandhi by which any person demanding Khalistan or harboring freedom fighters can be arrested thrown in jail without trial and killed without applying any law of land? The House of Representative of America not only denounced these laws but have passed a Bill requesting the President not to release any grant to India unless and until these laws were not repealed by Indian Govt…Is it not correct that under his these laws thousands of freedom fighters and civilians of Panjab were tortured killed and thrown alive in canals and rivers with their hands tied behind their backs women molested and raped during his regime? Is it not correct that during his rule as Governor of Panjab it was only on his initiative move that the then Govt. of India amended the Constitution of India by which the fundamental “right to live” which was granted by the Constitution to all its Citizens was snatched from those living in Panjab. This amendment was repealed by V.P. Singhs Govt when he was removed from Governorship.
Is it not correct that on his move and initiative the Constitution of India was constantly amended as many as eight times to perpetuate his (Governor) Rule in Panjab and Democratic Rights denied to the people of Panjab who demanded Independence. It was all done to perpetuate Tyranny with his bloody hands.
Are the following facts not correct that during his Governorship
a) In Dec.1986 armed units molested & raped women in village Brahm Pura near Taran Tarn in Amritsar Dist. when Avtar Singh Brahm Pura a Freedom Fighter of Khalistan escaped the cordon of police and the police retaliated by venting their anger by beating people and by raping & molesting five women. One of young women spent the night without clothes hiding behind some bushes. The matter was reported to him and he turned deaf ear. b)In Gurdaspur Dist. (Majha) his favorite Superintendent of Police Govind Ram affected the following atrocities in village Balewal.
- Manjit Kaur wife and Parkash Kaurm other of Nirvair Singh who was killed by the police on Sept.24, 1987 were carried to Police Station Hargobind Pura 15 times for interrogation about Kulwant Singh brother of Nirvair Singh.
- During one of the raids another younger brother of Nirvair Singh named Dilbagh Singh was killed on May 21988. Manjit Kaur was badly beaten and dragged by her hair and was thrown over the body of Dilbagh Singh with a taunt “Now get your Khalistan.”
- Shaminder Kaur wife of Pritam Singh of the same village was taken to police station three times and beaten. There was no woman Cop. present at the time.
- Swaran Kaur unmarried daughter of Asa Singh of the same village was kept in custody at the Dayanand AryaVadic School Kadian by the B.S.F.
- In Dec.1988 Daljit Kaur D/O Shiv Singh S/O Ajit Singh Shah of village Padha was hit with boots and stepped on. The police forced males out of the house and made them remove their clothes and ladies were forced to sit with them. Daljit Kaur was also kept five days in Police Station where there was no woman Cop. Cither
- On Jan.101989 the S.S.P. collected people of village Sarchur Kotli Bhangli Nasirke and Peherowal abused and accused them of sheltering extremists and offering their daughters to them forced them to lie prone on the ground and were beaten with sticks belts and gun butts until their skin pealed. $.S.P. ordered people to repeat slogans after him berating the woman of the village Surjit Kaur and her two daughters Manjit (15 years) and Rajinder (10 years).
Similar acts of tyranny were repeated in many other villages such as Cheema Sundwa Tapiala Nassarpura and Buttar. For this reason 21 members of village council submitted their resignation to the Deputy Commissioner. (Read “The Tribune” newspaper Jan.31,989).
This envoy S.S.Ray then Governor of Panjab held a conference at village Sundar Pura in Gurdaspur district. All the above excesses of police were brought to his notice by people. Instead of taking any disciplinary action against Gobind Ram S.S.P. he transferred him to a safer place as a head of P.A.P. at Jallandar.
Ray now says that he visited all districts even in Majha and people had no “idea of Khalistan.” This is enough to explore his lies in one district. Hundreds of similar acts occurred in all districts during his governorship.
Ray also is talking of his personal commitment to Guru Granth Sahib as one of the noble humane and caring religious documents essential religious scripture of the Sikhs containing Shabads of Bhakti and Sufi movement. May ask him as how many volumes of Guru Granth Sahib (800) were burnt by Mrs .Gandhis attack on our sacred shrine The Golden Temple at Amritsar and other Gurdwara’s of Panjab during Blue Star operation and again how many volumes were allowed to be burnt by his henchman during his Governorship? His commitment is nothing but hypocrisy.
As reported Ray has also stated “Other indication that the situation Panjab was improving and that 80% of the people had voted in the recent Municipal elections.” He may be asked as what percentage of people have voted to constitute the present Congress Government of the Panjab. Is it not true that more than 80% has boycotted the election as a protest against tyranny let loose by Indian government at the center and for the election a truck-load of voters were allowed to exercise their votes on many booths violating all norms of election. In Municipal election he has referred the ruling Congress govt. could only get 41 seats though the bulk of population was of Hindus in urban area.
However in his statement he has admitted that many states such as Bengal Bihar Tamil Nadu Assam and Andhra Pradesh are claiming for more rights so do Panjab and Kashmir. May I know instead of perpetuating his rule and butchering people through above mentioned amendments in the constitution did he even strive for more rights to states? In fact all states are fighting for similar independence as has been obtained by the states of previous Soviet Republics of Russia. If the Govt. of India wants the unity of the country it should learn the same lesson and should create commonwealth of Independent States of India as in Russia.
One positive admission he has made in his statement is about violation of human rights. He says “It is not all bad taking into account of record of other countries? If it so why did he not allow the Amnesty International to visit Punjab.
If he still feels that his statement is correct let a plebiscite he held under U.N.O. to ascertain if Sikhs demand Khalistan or not. He should know that he is not sitting in India. People in this great country of liberty vision and character cannot be befooled with such statements.
