MOSCOW (PTI): While maintaining close relations with India Russia should not let it be interpreted that its policy is deliberately pro-Indian says a draft concept Paper prepared by the Russians but its (Russia’s policy towards India) should not be artificially restrained in the name of striking an abstract balance and maintaining an equal distance such as in the case of India and Pakistan” the paper says

The full text of the section of India brings out some nuances which were lacking in the abridged version circulated recently by Interfax and which created an impression that Russia no longer considered India important analysts feel abilities and the legitimate interests of both sides with an emphasis on economic stimuli” the paper says.

The paper which is to be presented to parliament says while developing military-technical ties with India the specificity of its stand on the international problems primarily on non-proliferation should be taken into account.
