NEW DELHI: Soviet President Mikhail Gorbachev has in a letter to V P Singh, called for a “new impetus” in all fields of Indo-Soviet cooperation.
The letter was handed over by Soviet deputy foreign minister and special envoy of the Soviet leader Yuli Vornotsov
