NEW DELHI: Does Nripendra Mishra, Personal Secretary to Uttar Pradesh Chief Minister Kalyan Singh, have links with the CIA? The question, significantly, has come not from parties hostile to the BJP, but from one of its own sangh panivar, the RSS mouthpiece “Panchjanya” in its issue dated September 13. According to “Panchjanya”, there are speculations about the credentials of the officer of UP’s political and administrative circles. The paper cites some instances which are said to have reinforced these speculations. On Jan.19,1992, Mishra drove to Khurja with a woman official of the US embassy in her car with the CD plate reserved for the diplomatic cadres. They left Khurja the same day after shopping. The secret visit can be verified from the entries made in the police log book during Mishra’s visits to Bulandshahr and Khurja. Yet the police did not have any official information of his visit, the report claimed,

In another incident, on April 10,1992 Mishra made a trip to Varanasi in the Mercedes of a well-known local businessman Nanhe Khan, the paper said, Significantly, the same lady official accompanied Mishra on his trip from Varanasi to Bhadohi and Vindyachal. After two days, the American lady is said to have boarded a plane at Babatpur airport for Delhi while Mishra returned to Luck now by car.

Mishra’s activities raise several questions, maintained the paper. What, it asked, was the need for the CM’s personal secretary to travel in a CD car of the American embassy with an American woman in a secret manner to sensitive areas? Did Mishra not violate the code of conduct for government employees when he travelled to several places in an embassy car with an American woman? Did he not use his special authority to ensure the protection of the lady while touring sensitive areas of the state? Did Mishra go on a tour with the lady in his capacity as a representative of the state government, and if he did not, then in what capacity did he go with her?
