Speaking informally to the Press at a dinner, the chief minister said that Punjab would not allow a drop of its water to flow to other states, He explained that the Supplies as: on November 1, 1966, would continue. He stated that Chandigarh city could not be divided. However, certain areas beyond the railway line, including the Manimajra township, could be transferred to Haryana in lieu of Chandigarh, Punjab would not give up its right to Abohar and Fazilka either he said.
