CHANDIGARH: The Punjab Assembly on April 7 passed an official resolution suggesting formation of an upper house. Almost all opposition members opposed the move on the ground that it would entail unnecessary expenditure. Punjab had an upper house until 1971 when the then Akali government had abolished it.
