WASHINGTON: A proposal is being studied by the Justice department which would allow authorities to summarily exclude aliens seeking political asylum, without giving them a hearing before an immigration judge,

This proposal is being criticized by civil liberties groups and lawyers because it would “obliterate fairness and due process,” for asylum seekers that is provided by immigration law.

The proposal is still being examined by the Immigration and Naturalization Service. Under it especially trained INS officers would conduct informal hearing proceedings to consider an alien’s claim for asylum status.

It would provide for summary exclusion of aliens seeking asylum at ports of entry who fail to make credible showing of eligibility according to an internal Justice Department analysis of the plan.

The INS is facing a tremendous pressure of South American aliens claiming refugee status. The proposal however is no answer, it ‘would deny due process and fair These to those seeking asylum.
