Membership: Every adult person shall be qualified to be a member of the P.H.R.O., if s/he is in agreement with the Constitution and accepts the rules and regulations. No office bearer of any political party (of India) shall be admitted to the membership of the Organisation or any of its branches. And no member of any political party of India) shall be eligible to be an office bearer of the RILR.0 or any branch thereof.
