Sir,
After exhausting all other ways and means I am writing this letter. I along with several friends have been trying to get our passports since June 1989 from the San Francisco consulate.
We have paid large sums of money to one Mr. Khanna on three occasions $6,000, $1,600 and $400 but Mr. Khanna now refuses to even answer our phone calls.
We are poor people and Mr. Khanna is taking advantage of our poverty. We cannot afford to give any more money or visit the consulate because that means losing a day’s work.

India, Foreign Ministry Indian
Ambassador and San Francisco __consulate).
