Mr, Prime Minister,

Your administration has confiscated the passport of Justice Ajit ‘Singh Bains, Chairman of the Punjab Human Rights Organization, in order to prevent him from addressing the working group of the United Nations Human Rights Organization in Geneva, Switzerland so that Justice Bains may not disclose to the world body the conduct of your administration in relation to the persecution, prosecution, massacres, staged encounters, and disappearances of Sikh youths, atrocities that have been carrying on since 1978 and more intensively since Operation Bluestar in 1984 the time of undeclared war on the Sikh nation.

Justice Bains and his Human Rights Group, through their painstaking efforts, have gathered ample evidence of atrocities committed against some 150 individuals which are just a drop in the bucket so to speak. Prime Minister your administration has prevented Justice Bains scheduled appearance before the U.N. group but let us see how far you will go. I must tell you that your administration’s ulterior motives are being understood by an increasing number of peace loving and democratic countries of the world despite your allocated expenditure of 60 million dollars of the taxpayers money towards propaganda programs aimed at slandering Sikhs both in India and abroad. Your administration is losing credibility day by day in the eyes of the international community.

If you, Gandhi are so sincere and innocent and have not been involved in assassinating Indira Gandhi, (India’s Hitler No. 1); butchering over 30,000 innocent Sikhs in November 1984, suspending civil liberties in the Sikh Nation; engaging your state controlled news media (newspapers, radio, and television) against the Sikhs, using the Intelligence Bureau, Central Intelligence Department, and the Research and Analysis Wing against the Sikhs of Punjab and elsewhere (z. Kashmeri and B. McAndrew, 1989) blowing up Air India Flight 182 (TorontoLondonBombay) in June 1985 carrying out military operations like Black Thunder etc. Creating manmade floods in Punjab ‘in 1988 and the massacres of Sikh studerits and the Sikhs in Bidar and Jammu, respectively in 1988 and January 1989; then why are your administration and cronies like Buta Singh, H.K.L. Bhagat, Riberio (the former Director General of Police and advisor to the Governor of Punjab) and Governor Ray so fearful of Justice Bains? If indeed there is nothing for your administration to hide then Justice Bains should be allowed to travel to Geneva and present his findings to the U.NHuman Rights group. However, in light of the action you have taken against Justice Bains by confiscating his passport, it is evident that your administration definitely is covering up the gross abuse of human rights in Punjab.

When your predecessor, Indira Gandhi, arrested the late Jai Prakash Narain, a prominent Indian politician, shortly after suspending civil liberties in 1976, Narain recited a couplet in Sanskirt Vimasha kale viperita buddhi (when a person falls on bad days, he or she loses his head; the Judgment Inside Story of the Emergency in India 1977) It appears that neither you nor your predecessor learned a lesson from the past events of your country. It however, gives me ground for suspecting that you are on the footsteps of your mother and are preparing for the declaration of another Emergency to win the forthcoming elections in your couatry. In the meantime I feel that you intend to pursue your own “Reign of Terror” in the Sikh Nation which is under the illegal occupation of your armed forces.

J.F. Riberio admitted on 30th July 1989, in a press conference that during his time as Director General of Police, his department raised undercover hit squads in order to infiltrate Sikhs, evidence of the terrorist policies that your administration maintains against the Sikhs. It is further evident that your administration, including India’s diplomats and spies are engaged in espionage activities designed not only to mislead foreign governments but also to create imbalance, disharmony and hatred against the Sikhs in Canada, the U.K., and the US.A (Soft Target by Kashmeri and McAndrew. Lorimer Press, Toronto, 1989) Maybe the Sikhs have to go through more hard times but, eventually they will succeed by following the teachings of Guru Nanak to Guru Gobind Singh Sri Guru Granth Sahib ji and by following the path shown to them by Saint Soldiers like Sant Jarnail Singh Bhindranwale, Bhai Amrik Singh, Bhai Shabeg Singh, Bhai Avtar Singh Brahma, Bhai Labh Singh and many, many more Sikh youths, women and men who were ruthlessly murdered by your administration, Is it not true that these killings took place in order to “teach these bastards, the Sikhs, a lesson?” Would you know, Rajiv Gandhi whose words those were?
