Dear Mr. Caplinger:

My above named client wishes to pay the expenses of his deportation but has been refused. I am writing to give you an opportunity to explain the rationale for the INS Position reflected in the attached correspondence. Your Deputy District Director Shirley Epperson informed me that she was not required to give any reason for her decision. Incidentally Epperson had earlier agreed to accept an “open-ended” airline ticket from my client; she refused to explain her change of position.

Personally I see no justification for insisting that the U.S. taxpayers foot this bill. As you know many aliens in this District also have outstanding final deportation orders but cannot be “shipped” because there are no funds. Under the circumstances my client will likely spend weeks or months of extra time in incarceration if offer to pay is refused. The taxpayers will have to bear the expenses of his further detention as wells.
