BELLARY: The National Human Rights Commission (NHRC) has recommended to the Union government to permit Amnesty International which has been critical of India with regard to human rights violations, to visit Jammu and Kashmir, according, to Justice M.S, Malimath, a commission member.

The recommendation had been made as NHRC felt that there should be transparency in administration, he told newsmen here last week. The NHRC needed more powers, particularly to deal with armed forces, he said and sought the lifting of the one year time limit stipulated to take up cases, A proposal leaving the stipulation of timeframe to the commission’s discretion had been submitted to the Center proposal had been sent to all the states urging them to set up state human rights commissions such commissions had already been set up in ‘West Bengal and Himachal Pradesh. Justice Malimath said the NHRC. Would review the jail manual it was investigating the conditions in Tihar jail as maximum number of deaths had been reported from there.
