TORONTO: Immigration rule changes that make it easier for people with higher education and language skills to get into Canada went into effect from Monday. The changes make it more difficult for applicants who did not finish high school or have the little ability in English or French to enter into Canada. Contrary to the old System, now applicants will get no points unless they can use one of the languages well.
