NEW DELHI: The Center is working out an “Integrated regional strategy” in consultation with state governments to “effectively” meet the challenge of left wing militants (the Naxalite movement) keeping in view that he problem is not one of law and order but of economic development and justice.”

According to sources, the consultative committee meeting of the Union home ministry held recently discussed the “increased naxalite violence which is cause for serious concern” and decided to request state governments 10 expedite formulation of their respective “action plans”.

The Union home minister, S.B.Chavan, had organized a meeting of the chief ministers of the states experiencing Naxalite activities like Andhra Pradesh,

Bihar, Maharashtra, Madhya  Pradesh, and Orissa in the capital on August 3 this year for an “in depth discussion” on the matter.

It was decided the state govt’s will prepare action plans incur- prorating the measures necessary for the maintenance of law and order as well as development, the chief ministers were assured of all possible central help for successful implementation of the action plans.

The consultative committee noted that since the “Naxalite affected” region comprises

 CAUSE FOR SPREAD: After discussions with the chief ministers and on the basis of information available with the intelligence agencies, the home ministry has come to hold the view that the naxalite movement has “become very violent and has spread 10 wider areas. It has also initiated mass mobilization activities on a significant scale through its organizations and by championing. Local causes as well as by demonstrating its support on issues such as he Mandal Commission’s recommendations, price rise, etc.”

The home ministry is also of the view that the “movement has assumed the contours of terrorism and has been posing a serious threat to the security environment in certain areas”. Of the five “affected states” Andhra Pradeshand Bihar are at the “center stage of militant activity accounting for over 80% of the violence.”
