NEW DELHI: Top constitutional functionaries of the country including the President the Chief Justice and the Speaker of the Lok Sabha gathered in a conclave at Rashtrapati Bhawan to try and sort out an unprecedented constitutional impasse between the legislature and the judiciary. Sources said they had gathered to discuss the possible issuance of 8 warrants for the arrest of the Manipur speaker by the Supreme Court. The case involving the disqualification of some members of the Manipur legislature under the anti-defection law is to come up before the apex court on Monday.

Present apart from President R Venkataraman were Chief Justice MH Kania Speaker Shivraj Pati Home Minister S B Chavan law minister K Vijaya Bhaskar Reddy the principal secretary to the President the home and law secretaries and other senior functionaries.

Some reports said Prime Minister P V Narashima Rao had consulted the President earlier.
