The main threats perceived for the 500-odd VIPs who have been given Security cover are hi-tech capabilities of the Liberation Tigers of Tamil Eelam (LTTE) considered to be one of the deadliest outfits in the world

Spurt in the activities of Kashmiri militants and their access to lethal weaponry and sophisticated communication equipment and the resurgence of the Naxalites in Andhra Pradesh.

While the National capital has been the favorite target of Kashmiri and Punjab militants the LTTE and the Naxalites have not struck here so far much to the relief of the security agencies.

According to the security assessment made by senior Delhi police officials Suresh Roy and R.P Singh the Punjab militants are down but not out.

The ISI had adopted the tactic of recruiting Muslim fundamentalists and the modus operandi of the militants was as unknown as their visage they added.

The threat to security of the V-VIPs and VPs had been further complicated by the acquisition of sophisticated weapons and explosives the use of ingenious techniques for vehicle bombs and the extremists attempts to infiltrate VIP security cordons.

The officials said the problem of urban militants could not be tackled by point-to-point security for vulnerable targets.

They said all militants as a rule were trying to create panic in Delhi to attract world media attention to make their issues more prominent.
