Mr. Prime Minister,

Re: The State-controlled united news of India’s Press release to International Press agencies

Regarding blasts in northern states (the news world, CBS, Oct 17, 1991).

The notoriety of your state-run news media, press, radio and television, and its advisor the Research and Analysis Wing (RAW, the Indian KGB) in releasing fabricated news stories are well known. The New Delhi administrations have persistently denied the entry of international human rights monitoring agencies, delegations of international parliamentarians, congressmen or senators, press reporters seeking a firsthand assessment of the ever- deteriorating lives of civilians in Punjab and Jammu-Kashmir’s. The citizens of Punjab and Jammu- Kashmir continue their struggle for independence and sovereignty from the brutal and inhumane treatment which they receive from the allegedly democratic Indian nation, a superficial entity comprising several individual states. The United News of India (UNT) released a story of two blasts which occurred in Uttar Pradesh, where a sizeable Sikh community resides in Tara: area, and elsewhere on northern India (?). As expected, the morally and ethically corrupt UNI and the RAW as its supervisor are devoid of any fundamental notion of human rights, placing the blame on the Sikhs. Approximately six weeks ago, you’re armed and police personnel panting Sikh and Punjab: Hindus in Ludhiana, Punjab, were instead exposed themselves as were their ulterior motives. Indian police and security personnel are involved in the gang rape, looting, break-ins, torturing, murder and harassment of innocent civilians. Efforts to lies designed to divert attention from the economic and political realties concerning civilians, stale- run news services and intelligence services (RAW, Central Bureau of Investigation, etc.) have no choice except to broadcast their fabricated stones and accusations, In July 1991, under the direction of high ranking police officers, an innocent civilian, Bhai Avtar Singh, had been tortured to death in cold blood, and his next-of-kun were told that he had been killed in an alleged “encounter”, and that his body had been disposed of. When his village folks forced the police to show them a dead body being taken to cremation, they found it was the body of Bhai Avtar Singh, tortured, slashed and sutured from chest to waist, soles burnt, his waist bore the burn mark of a hot iron; the flesh of his limbs had been pulled by plier. The fact that this incidence occurred under your administration is a discredit to you and a shameful disgrace. Similarly, some two and one-half years ago, Dr. Rajinderpal Singh Gill, a professor of the Punjab Agricultural University, Ludhiana, was taken into police custody, where he was tortured in a police station by Sumedh Saini, Senior Superintendent of Police. I firmly believe that Dr. Gill’s death, although coincidentally reported as encounter, was caused by drawing both his legs in opposite directions, ripping his body apart lengthwise. This is a gross and blatant violation of human rights in direct contravention of the United Nations Charter. Regency, your security personnel are pursuing innocent Sikh students and academics in the universities of Punjab.

 Clearly, this indicates that Hindu Indian administration, led by a high class Brahmin and directed by the RAW, is collectively aiming to exterminate Sikhs. Certainly you must be aware of such ulterior motives guiding India’s Hindu administration aided by the RAW, as you have been in the cabinet of Indira Gandhi. Both Indira Gandhi and the RAW conceived assassination plot of A.S. Atwal, the Deputy Inspector General of Police, who was killed along with his son on the footsteps of Darbar Sahib ji, Amritsar, in 1984. Indira Gandhi bought the silence of his widow, giving her a flat in Chandigarh and a cash payment of 300,000 rupees.

Indian police and security personnel on one hand have detained hundreds of thousands of innocent Sikhs in jails without having been charged or tied in courts, having killed them in supposed en- counters, while on the other hand, some detainees of the Rajiv Gandhi assassination have mysteriously committed suicide in the involvement of the New Delhi administrations and RAW in these conspiracies must remain?

It seems that India has no trust- worthy civil corps to administer its civil administrators in states or provinces. That was why the New Delhi administrations have been assigning former police, RAW, and army chiefs (Rebiero, now ambassador in Romania; J.C. Saxena, O.P. Malhotra, Surinder Nath, K.P.S.Gill ) as governors or advisor to governors, in Punjab and Jammu- Kashmir. These police, intelligence and army chiefs have no regard for human rights. Their Careers have taught them to suppress the voices of the common masses by force and heavy handedness. It is no wonder that common sense does not prevail in Hindu India, as the selfish and corrupt politicians have ruined the civil administrations since Aug.15, 1947.

A democratic system is being replaced by a military/police state and your retired army generals have been discussing the prospect of greater involvement of armed forces in the administration of the nation, These designs will, no doubt, result in the collapse of the superficial entity called India.

You, Prime Minister, have much to explain to the people of Punjab, Jammu-Kashmir, Andhra Pradesh, Tamilnadu, etc. Did you oppose what Indira Gandhi, Rajiv Gandhi and subsequent administrations have been doing to innocent Sikhs, Kashmir Muslims, Muslims, Dalit’s, Christians and other non-brahmin and non- Aryasamaji communities, or have you merely acted as “rubber stamp”? I have no doubt that Hinduism is your primary consideration while the principals of secularism remain secondary, as with your predecessors. If so, you will discover the answer to your problems in the near future when the Sikhs and Muslims wall hold you responsible for the thousand torture, persecution, prosecution, rape and inhumane violation of their brothers, sisters, children, and elders.
