Chandigarh, Members of the Punjab Human Rights Organization and the Movement against State Repression have declined an invitation to meet Governor S.S. Ray at the Punjab Civil Secreta rat. Mr Y.S. Ratra, Secretary to the Governor, had written a letter to Justice A.S. Bains, President of the Movement against State Repression, on October 2 that the memorandum addressed to Mr. Ray and submitted to the Deputy Commissioner, Chandigarh, on September 30 had been placed before the Governor.

Mr. Ray wanted that if the organization had anything more to say, Justice Bains along with five of his representatives could meet the governor at the Secretariat. In response to the letter Justice Bains wrote that they were unable to meet him. On September 30 when we wanted to meet you not only left Chandigarh but got us arrested. Your response was massive deployment of police and paramilitary forces and large-scale preemptive arrests. The security forces even prevented devotees from going to the Sector 19 gurdwara. Mr S.S. Ray said in statement that the government had no intention to enter into any controversy with Justice Bains or his organization.
