NEW DELHI, India: Ignoring notices of Supreme Court seems to have become chronic habit with government agencies and even with subordinate judiciaries. Even repeated expression of anguish and concern over such an attitude has fallen over deaf ears going by the latest order in a two year old petition or behalf of the Children in Jail. The Central Government has not ass is ted the court even with the statistics, It has refused to comply with the notice, The Central Commission for the Welfare of the Children which handles such problems of the children has also chosen to follow the example of the Center, Government agencies are generally prompt in cases involving big businesses but cannot assist in social action litigation. Among the states which did not bother to reply to court notices even with a bare statement are: Karnataka, Haryana, Uttar Pradesh, Madhya Pradesh, and Jammu and Kashmir . All this inspite of repeated requests for several months .
In April this year, the court had asked the district judges to send data regarding children in jail in their respective jurisdictions, Inspite of reminders the court now has come up with a list of defaulting district judges. There is no report about fifteen sub jails in Maharashtra, greater Bombay, Akola, etc. Six districts from Assam, seven from Manipur and four from Maghalya, six from Bihar and three from Uttar Pradesh have yet to comply with Supreme Court request.
