From News Dispaches NEW DELHI: Gen Zia UI Haq, the late president of Pakistan had put into action a three phase plan for the liberation of the Kashmir valley, according to the Indian Defence Review.
An article in the forthcoming issue of the magazine states the death of Gen Zia in August 1988 and the new administration under Mrs, Benazir Bhutto made a little difference till March 1989.
The Inter-Services Intelligence agency has continued to carry our Zia’s total line of the action in Kashmir notwithstanding the change in percepts of the new regime.
Gen Zia had chalked out the plan at a top level meeting in his residential office in April 1988.
It’s first phase envisages “assistance to our Kashmir brethren in getting hold of the political apparatus of the state by political subversion and intrigue.”
According to the IDR the initial report of phase of the plan was apparently put into action in the later half of 1988 as was evident from the course of events in from July 1988 March 1989.
“It seemed that the ISI would go ahead with its plan of action in Kashmir, The time frame will be dictated by the course of events in Afghanistan and of course India’s reaction” the article said.
Only if Pakistan is able to over through the Najibbullah regime, install a friendly government, and return the Afghan refugees, will it be able to form its attention on Kashmir the magazine said.
