The fact that all these projects were fraught with the greater danger of awakening the apathetic and sleepy village communities to vigorous initiative unnerved the ‘Elitist Urbanites’ and they decisively put their foot down by (a) transferring the research funds to the medical colleges through the Commissioner, Planning, preparing the fifth five-year plan and, (b) by killing the schemes even after their inclusion (Rs.21 lakhs provision each for the rural medical institute and the periphal common facilities through non-implementation and transfer of funds see how wide is the net and relentless the tentacles of the octopus that is Elitists-Urbanism’.

The Sikh scientists and administrators cannot be allowed to go unscathed. They land in their net of separatist/terrorist of the “New Hindi Psuedo-Speak lexicon, and the Sikh fervor that keeps such Sikhs going (Sura So Pahehanya jo Larai din Ke Het, Purja Purja Kat Marai Kabhhon Na Chhade Khet II) have themselves to be wiped out so that the rural masses can again be put to slumber to allow ‘Daridar Narayan” to carry out his ‘Sterilization Operation’ with ease and painlessly. This may be the minor roots of the present Punjab tangle which Madam Prime Minister insisted was merely an administrative problem to be solved by using the army for civil purposes, and poor scapegoat, B.D. Pandey, Ex. Governor, a political problem that called for a political solution. Let Madam Prime Minister remember that enslavement of Sikhs and desecration of Sikhism will not do, howsoever pliable and helpful she may find the “High Priest’s and ad-hoc Alkalis.

Indian Science at the Cross-road; One of the writers repeated the remark of a famous Sikh scholar’ Sardar Kapur Singh, M.P,M.L.A. ex-ICS administrator and an important member of the Chandigarh “Elitist-Urbanite’ fratemity, that Jawahar Lal Nehru had done a great service to India by setting up a chain of research centers and institutes. He, after a brief reflective silence, opened his mouth gently and confided that these centers and institutes were all empty inside, What an appreciation and that too about twenty years ago. In the early seventies, a team of German scientists visited the various Indian Research Facilities and confided to the Press reporters at the end of their odyssey, “Indian has been let down by its intelligentsia who refuse to work in the villages”. Back home, in the Punjab the Sikh intelligentsia had completely let down the panth in its political struggle till as late as 1978 A.D. when some of us tried to remedy this lacuna in Sikh Public Life.

To wind up Nill Science Research and Development, let us have a look at India’s scientific manpower. It is large in number. But what about its quality? We have Mr.J.D. Sethi on record. He thinks our scientific manpower is third rate and the technology, even worse.

The lofty and mighty ‘Indian Science Congress’ with about 9,000 Ph.D., membership and the Prime Ministers its patron, met this year in Ranchi for its annual ritual, because it has nothing to show beyond occupying the stage to the exclusion of genius and Sikh scientists. The theme for this year’s annual meet was quality science. This was no confession of a Sikh terrorist Obtained through third-degree methods but self-confessed admission that during the previous so many years, Indian science had lacked quality as, in fact, it did lack. Some of the moral vocal scientists authoritatively stated that all the scientific research indulged in was a luxury and pure fraud. This was Dr.Pental speaking and he did speak the truth and nothing but the truth, Let the Khalsa Panth be blessed by the guru in its fight against evil for the cause of science and research in India.

Lack of Ethics in Indian Culture:

 Albert Schwitzer, the German philosopher who dwarfed men like Dr.Radha Krishnan observed, ‘among other things’ that India’s thought had developed along the lines in which ethics had no place. The Indian elite, therefore, had no inclination for development work leading to amelioration of the living conditions of Indian people and taught them instead to resign themselves to fate. Whatever they suffered from was well-deserved on the basis of their past Karma. On the other hand, Christianity intoned charity to the extent that it hurt and decreed that “the meek shall inherit the earth’. This is the opinion expressed in his book: “The thought of India and its development”. This was the reason why India remained under-developed and the western countries, developed. It is this lack of motivation for service of the poor and disadvantaged that “Elitist Urbanites” persist in ignoring, thwarting and derailing any efforts that may be made for rural development. In recent years in the Punjab the Alkalis started the Model Village scheme and again, the integrated rural development both of which schemes were unhinged by the Congress-I Ministers brought in after toppling the Akali Ministries.

The Sikhs in the Punjab not only represent the rural interests and urges but, ‘also’, bring into broad relief the fact that the trading and the moneyed Urban Classes are predominantly non-Sikhs. This socio-political as well as socio-economic tie-up is sought to be distorted into communal/terrorist problem and hence under this garb, Amritdhari, Sikhs, Separatists/Terrorists Murderers of BAAT-CHEET are sought to be eliminated through use of the army in the Punjab which the Urbanites want should stay on because in fact the problem is primarily rural versus urban and the Sikhs” Gurus had openly and effectively championed the cause of the underdog. Thus Guru Gobind Singh preferred to give charity only to the underdog, not Brahmin, because of his caste. The Guru said, “Daan Deo in Hi Ko.. I have conferred kingship on my humble Sikhs.” A Sikh has been told that his hands and feet would be blessed only and as long as they are busied in the service of humanity. Again, Sikhs have been intoned to work and pray for the good of everybody. The Elitist-Urbanites have through incessant cerebration and talking at the Sikhs, created the prevailing confusion and the worsening communal climate in the Punjab. It is no fault of the Sikh.

 Bhagalpur Blinding’s:

This has an importance of its own: under trials who had not yet been formally charged, let alone tried and convicted it was possible that they might have been given “found-not-guilty”. Punishment before trial as desired by the Queen of Spades in Alice in Wonderland; secondly, punishment given to them was not according to the type and quantum prescribed in the law and, thirdly, the police and the Jail authorities in Bhagalpur Jail in the State of Bihar were duty-bound to protect the under trial and not blind them which they did. The inexorable march of history produced Guru Gobind Singh’s Khalsa as the peacekeeping force of the Almighty God in 1699 A.D. The city of Khalistan may also have to be seen in that background, for not less heinous than the Bhagalpur Blinding’s are deaths of Sikh youths in fake encounter and four hundred dead bodies of Sikh youths recovered by Rajasthan Police in Rajasthan, had complained about it to the Punjab government. Both the events happened by early eighties. Terrorism the world over is attempting to treat surgically what social political organisms have failed in the first instance, to prevent, and, then, treat on conservative lines.

The Sikh mind is not convoluted like the Indian mind, particularly of ‘Elitist-Urbanite’, usurpers, and thinks straight and likes to come to the brass-tacks. If the society cannot cure its socio-political ills they must be endured. This is “Birprin Kee Reet’ and the law of Karma. To the Sikhs, Guru Hargobind’s ‘Miri Sword’ and Guru Gobind Singh’s “Baptism of the Khanda’n beckon to the path of self-help and to fight for the good causes like they fought against the emergency in 1975-77 A.D. The Sikh youth today are far more prone to readily respond to Jawahar Lal Nehru’s exhortation to the Indians to rebel rather than die like rats. This must be avoided at all cost, not by banishing them but by listening to them and understanding their innate urges as far as they are well-directed and well meaning. Government has simply gagged them; pushed them to the wall with no escape route. That the government has succeeded in giving them a bad name does not justify shooting, at least in our own enlightened national self-interest because persistence in confrontation will prove disastrous for all concerned. Statesmanship is more likely to succeed in the present context than the heavy hand.

Jai Chands and Mir Jaffars:

They are heroes of sorts Heroes. Because, they have been immortalized in history; of sorts only, because they betrayed their loyalties Jai Chand betrayed India by betraying Prithvi Raj Chauhan and ushered in the Muslim invasion tide. Mr. Jaffer opened up the flood-gates to the British colonialism.

According to journalist Inderjit, a handful, ten thousand of such traitors are pulling down the national institutions that go with democracy, secularism, the rule of law and equal protection of the laws, freedom of speech and worship and equality of opportunity. It may be pertinent there had been a failure to provide equal opportunity for development to all citizens and provision of cheap justice to the masses in an Adinon ta many other deficiencies.

 How do we deal with these traitors who themselves control the state apparatus both for making and implementing its laws. They have taken away the freedom of speech; there is censorship on news and there are laws to deprive any individual of his freedom, and even his life, with the coming into force of the Terrorists-Affected Areas (Special Courts) Act. Mr. P.S. Sabastian, writing under ‘Beware to this Law’ says: anybody’s life can be extinguished in a summary trial, inside a jail, in a distant part of the country and without the mention of the name of the accused. Further, you have on you the onus to prove that you have not committed the offence which means you have been held guilty before trial and without being heard. Furthermore, you have been separately classified being a Punjabi, which has been declared to be terrorist-affected. And so, you are deprived of the equal protection of laws under Article 14.

The “Elitist-Urbanites’ who have ruled over the destinies of the Indian people for the last nearly four decades and have brought about an economic situation in which poor are becoming poorer; rich, richer and deprived 85% of the rural population of the equal opportunity for development by constantly and continuously manipulating implementation procedures defeat the very purpose for which the government exist like in integrated rural development program. Mr.L.C Jain, wring under “Grass without Roots” says, “Removal of India’s entrenched poverty is no easy task. But we appear to be making it more difficult than necessary. Review of the past thirty years of the rural development expenence suggests that we are impervious to lessons from the field and insensitive to the needs and condition of the poor in whose name vast sums are being spent There is no popular involvement in development works, In Rajisthan, R.s two crore have been spent in building in Jaipur a Panchayat Bhawan, according to Mr. L.C Jain. All the thirty five thousand Odd panchayat together have not seen such a huge sum of money’, yet in their name, by way of ‘political ” urbanization the money belonging to the Punichayat has been dumped in Jaipur City. This is the case of a buffalo of my neighbor to be tied in my house and, the owner requiring me to do all the work of feeding, caring and milking with strings thus attached.
