Recently “The Wall Street Journal” dated November 121992 reported that India has asked World Bank for nine billion dollars aid for the next three years. The World Bank has assured India of support in making the country’s economy more market oriented. The World Bank assured India in providing support as a safety net for the poor to help India liberalizing its economy. India has in addition requested 500 million dollars more to retrain its workers dumped from socialist economic system to privatization
In speaking earlier with the Asian Wall Street Journal President Elect Clinton expressed his full cooperation in Indias News Economic Reforms.
The Washington Post National Weekly dated Nov.16-221992 illustrated that a uneasy and troubled world awaits the ticking of the transition clock which will bring President-Elect Clinton to the world leadership role which at present is the center of direction and force in the world affairs.
The main question nowadays is about the strength of American Presidency is it still strong enough to stand up to its worldwide role.

The Clinton and Gore generation is being seen as more interested in domestic affairs than in foreign policy but many remember them as Internationalists because of their Rhodes and Fulbright scholarships.
President-Elect Clinton and his foreign policy advisors have divulged very little about specific issues he would consider changing U.S. position in the world.
Foreign officials kept in constant touch to know his foreign policy positions but were not able to make any sense.
The main areas of concern which might be seen under President Elect Clinton are mainly first post-apartheid South African Government.
-Lifting arms embargo against ex-Yugoslav republics in Bosnia.
-Help Russia in its reforms.
-More pressure on China on Human Rights
-Continuity in Middle East peace process.
-Rapid Troop withdrawal from Europe.
-Reducing Trade Surplus with Japan
Taking these foreign policy considerations in view many Governments in Third World counties are worried about losing foreign aid.
Indias opinion makers and Government officials believe that there will be lite change in U.S. India relations rather they are expressing relief that the new U.S. Government will be so occupied in its own domestic affairs that it will not be very keen about Indias nuclear non-proliferation and Human Rights aspects.
Regarding the issue of Human Rights President-Elect Clinton has expressed his willingness to abide by Geneva Conventions. But with the collapse of the Global alliances and the end of the cold war Human Rights in general appear a less salient issue in determining U.S. involvement.
President-Elect Clinton indicated in his campaign that he would make Human Rights a factor but not the overriding factors in dealing with foreign nations
