WASHINGTON—A House task force set up by Newt Gingrich proposed firm measures Thursday to curb illegal immigration, including requiring hospitals to report illegal immigrants who come to emergency rooms for treatment and denying federal education funds for undocumented children. Under the plan submitted to the House speaker virtually all federal benefits would be denied to illegal immigrants.
