LUDHIANA: Baldev Singh Dorangala,a Khalistan activist and deputy chief of the Babbar Khalsa
International was killed in cold blood on April 18,1993 by the Gurdaspur police: He was in the unacknowledged police custody since April 1,1993.
Senior Superintendent of Police (SSP), Gurdaspur, S.K.Goel, on the other hand alleged that “the BK] activist was killed in an en counter with the police party led by him personally in Pasial village in the district on the morning of April 18.” The encounter lasted for six hours, he told the newsmen and added that “an area com mander, Manohar Singh, who hailed from Nanakot village was also killed in the encounter. The third person is yet to be identified.”
Earlier, on April 16, the International Human Rights Organization (THRO) had sought the intervention of the Punjab administration and state high court for the release or production in court of Baldev Singh as he was already in the custody of the police.
The IHRO head office at Ludhiana received a letter dated Apmil 8 from its representative at Batala, Kashmir Singh Ghuman advocate which narrated that “Baldey Singh was picked up on April 1,1993 from Putlighar, Amritsar by the Gurdaspur city police party led by its Inspector Prem Kumar.”
Amritsar office of the IHRO also intimated the same story, further informing that Bhagat Puran Singh Pingalwara sevadar Jaswant Singh too was picked up by the same police party on April 2, He was severely tortured and set free on April 6, He remained confined to bed over a week due to injuries inflicted on him by the police. Probably, Jaswant Singh had seen Baldev Singh in custody.
