NEW DELHI: The People’s Rights Organization (PRO) has urged Members of Parliament to Oppose the passage of a Bill seeking to establish the National Human Rights Commission during the winter session of Parliament on the ground that the officially Sponsored agency was a “suspense in the public eye.”
In an open letter to MPs, the Organization said the Center had held the Lok Sabha in “contempt by issuing the Protection of Human Rights Ordinance, 1993, and constituted the Commission even 45a Billon the matter was pending before the House for consideration.” The Government had issued the Ordinance in September this year, as per the Constitutional requirement, the Government would have to come out with a Bill to replace the Ordinance when Parliament meets in December.
The letter questioned whether it was justifiable to rush through such an Ordinance without giving an Opportunity to the people to deliberate on its contents.
The letter also questioned the “credibility” of the State in issuing the Ordinance when it had failed to take any step with regard to serious human rights violation by the state apparatus in cases like the November 1984 riots, the Maliana killings of 1988, security forces action at konan Poshpura in the Kashmir Valley and “fake” encounters in AP.
The PRO appealed to the MPs to withhold their approval to the Ordinance and oppose the setting up of the “ineffective body.”
