SRINAGAR Jammu and Kashmir Governor Girish Chander Saxena described Kashmir human rights activists as “overground militant outfits” and said that international agencies were mostly briefed by these groups.
In a media interview, the Governor said that the issue of human rights violation in Kashmir was a ploy by Pakistan and militants to deviate world attention from Pakistan’s role in fomenting trouble in Kashmir and “criminal activities” of Kashmir militants and to internationalize the Kashmir issue.
Defending the actions of security forces as a mere “over-reaction” the former intelligence chief of India said that action had been taken in all reported cases of excesses. He claimed that prosecutions had been launched against 54 security forces men last year and 70 this year.
