NEW DELHI(PTI): India’s federal government has initiated a process of revitalizing administration at the grassroots level in Kashmir and announced a series of welfare measures aimed at “winning back” the silent majority of its insurgency ridden state, where 37 people were killed this week.

The Kashmir cell of Pilot’s interior (home) ministry announced a series of measures, like increased employment opportunities for local youth, higher educational facilities, and opening rehabilitation centers for suspected militants in custody and reactivation of the governor’s advisory council.

The government also promised construction and repair of venous roads and badges in the border state and reopening of the state owned electronic media’s centers from the state’s summer capital of Srinagar.

While the All India radio would resume operations June 11, the television station would restart functioning the next week.

The minister, however said while the government launched its ‘“‘development offensive,” it would not 0 Soft on militants in the bid to restore normalcy.
