WASHINGTON—Protesting the increasing power of House Republicans, Democrats staged a marathon debate into the early hours Thursday and delayed a final vote on a bill sharply cutting foreign aid. It was the Liveliest foreign aid debate in years, resulting in provisions ranging from a ban on aid to family planning groups involved with abortions to a requirement that aid recipients buy U.S. made products. The $12 billion measure, which would reduce foreign aid by 11 percent for the fiscal year ‘beginning Oct. 1. was to be taken up again today.
