CHANDIGARH: Dr. Jagdish Singh alias Gumam Singh Bhuttar the chief organizer of the Bhindranwale Tiger Force of Khalistan and Convenor of the All India Students Federation was the victim of an extrajudicial killing of the police on April 12.
